Redland City Council is upgrading 28 roads on Russell and Macleay Islands as part of the Green Seal program.
Mayor Jos Mitchell said 11 streets on Russell Island and 17 on Macleay Island were being improved through the application of a two-coat bitumen seal.
“This work underscores Council’s commitment to improving infrastructure on the Southern Moreton Bay Islands (SMBI) and enhancing them as a place to live and visit,” the Mayor said.
“Once these latest works are complete, Council will have sealed 143.5km, or 74 per cent, of SMBI roads scheduled for an upgrade.
“This includes the sealing of 72.5km of roads on Russell Island, 55km on Macleay Island, 11.7km on Lamb Island and 4.3km on Karragarra island.”
The works were originally scheduled for completion by June 2025, however that timeline has been adjusted due to the impacts of Tropical Cyclone Alfred.
“The cyclone caused damage across the region and required construction crews to be temporarily reassigned to assist with city-wide clean-up efforts,” the Mayor said.
“The construction teams are now resuming work, prioritising resources to ensure completion by the revised target of late June to early July 2025, weather permitting.”
The upgrade of 21 streets has been funded by Redland City Council, with $3 million allocated for the Green Seal program in the 2024-25 Budget.
The sealing of seven streets on Macleay Island was made possible through $967,052 funding from the Australian Government through Phase 4 of the Local Roads and Community Infrastructure Program. Council contributed an additional $116,598.
Division 5 Councillor Shane Rendalls said the upgrades were welcome news for SMBI residents.
“I am proud of how island residents, local businesses, council and emergency services worked together in the preparation for the cyclone and during the recovery phase,” Cr Rendalls said.
“It is great that our road crews can now return to the green seal program.
“Construction on Macleay Island began in mid-August of last year, followed by works on Russell Island in January 2025.”

- Cowes Street, from Scarborough Terrace to Eastbourne Terrace

Further green sealing on the SMBI is subject to Council prioritisation and budget.
